ASA 2006 International Appraisal Conference

ASA International Conference
The 2006 70th annual International Appraisal Conference will be held in Brooklyn, NY on July 30–August 2, 2006. W. David Snook, FASA7-HR USPAP Appraisal Course
The ASA San Francisco Chapter will hold a 7-hr USPAP Appraisal Course on Saturday, August 19, 2006 from 9:00 a.m. to 5:00 p.m. at the Sonoma County Planning Commission Chambers, 2550 Ventura Ave, Santa Rosa, CA 95403. View Map Check-in time is 8:30 a.m. ASA Fellow W. David Snook, FASA, who has served on the Appraisal Foundation's Appraisal Standards Board, will teach the course.

2006 USPAP The 2006 Edition of USPAP includes significant changes in Standards brought about by the deletion of the Departure Rule and the addition of a Scope of Work Rule. Because the changes affect all appraisers, the time is right to attend a 7-hr USPAP Course, whether you need the Continuing Education Credits (CEC) now or not. And what better instructor than David Snook, who has a first-hand knowledge of how the new rules were developed?

The enrollment fee is $160 for ASA, AI and ASFMRA members, $185 for others -- $15 less for enrollment before July 31. Eric Nath, ASA

A past president of the ASA San Francisco Chapter, and of the Business Valuation Roundtable of San Francisco, Mr. Nath is the founder of Eric Nath & Associates. A graduate of the University of Washington with a B.A. in Urban Planning and an M.B.A. in Finance and International Business, he is the author of several articles and has lectured on business valuation, control premiums and minority interest valuation issues. He will give an abbreviated version of his remarks at the First Annual National IRS Symposium On Valuation Issues sponsored by the Los Angeles ASA Chapter in February. Pomo Indian basket

Benjamin Benson is Coordinator of Native American Studies at Santa Rosa Junior College, and Director of its Jesse Peters Museum, where he has assembled a collection of over 3,500 artifacts. The author of From Straw Into Gold, the seminal work on California Native American basketry, Prof. Benson's expertise includes baskets, ceramics, textiles, jewelry, and sculpture, as well as legal matters relating to Native American Art. As an ASA appraiser, he works with area tribes concerning valuation, and also acts as an anthropological consultant.

James Schilt, ASA, CBA, CFA

James H. Schilt, ASA, CBA, CFA is a distinguished business valuation appraiser and financial analyst who specializes in ESOPs, condemnations, shareholder disputes, estate and gift taxes, divorces, and the assessment of business losses. He is the founder and Editor Emeritus of the Business Valuation Review, the leading journal in the field of business appraising. A member of the Bar Association of San Francisco and other professional organizations, he is a prolific author and popular public speaker. His discussion of expert witness testimony will be of interest to all appraisers.

David R. Lewis, ASADavid Lewis is a real property appraiser with special interests in condemnation and eminent domain issues. He is the Right-of-Way Section Manager of the Sonoma County Department of Transportation and Public Works Department, a past President of ASA's San Francisco Chapter, and is presently revising primary discipline education courses and seminars as Chair of the Education Sub-Committee of ASA's Real Property Committee. He is also a part-time instructor for real estate economics and appraisal courses at Santa Rosa Junior College, and has developed an online introductory residential appraisal course for Santa Rosa Junior College.

The opinion handed down by the U.S. Supreme Court in deciding Susette Kelo, et al. v. City of New London, et al. sets a new precedent in eminent domain. The Court upheld New London's right to condemn residential property by eminent domain in order to permit commercial development which would benefit the economically depressed city. The Court held that "the city's proposed disposition of this property qualifies as a 'public use' within the meaning of the Takings Clause of the Fifth Amendment." The opinion has widespread implications, and Dave's discussion of it should be of interest to appraisers in all disciplines.

January Fine Arts Event
The San Francisco Chapter of the American Society of Appraisers, together with the Bay Area Art Conservation Guild, presents art conservationist Rustin S. Levenson, co-author, with Andrea Kirsh, of Seeing Through Paintings: Physical Examination in Art Historical Studies on Saturday, January 7, 2006, at 11:00 a.m. at the new de Young Museum in Golden Gate Park. Ms. Rustin, who is president of Rustin Levenson Art Conservation Associates, will describe how to use the physical evidence in paintings to reach art historical conclusions. Ms. Rustin trained in conservation at the Harvard University Fogg Art Museum, and worked at the National Gallery of Canada and the Metropolitan Museum of Art before beginning a private conservation practice. W. David Snook, who is the Director of Collateral Valuation for the Federal Agricultural Mortgage Corporation (Farmer Mac), serves on ASA's national Board of Governors, and recently completed a six-year term on the Appraisal Standards Board (ASB) of The Appraisal Foundation. He will talk about the Alliance Project, which is an ASA joint effort with the Appraisal Institute and the American Society of Farm Managers and Rural Appraisers to enhance their influence and make more efficient use of their resources. A round-table discussion will follow to assess member perspectives and priorities, which David will take back to the Project team. Real Estate Appraisal Course
Santa Rosa Jr. College instructor Dave Lewis, ASA, will teach RE 80F: Residential Real Estate Appraisal David Lewis, ASAonline for six weeks beginning June 13, 2005. Mr. Lewis is the Education Chair of ASA's Real Property Committee. His three-unit course can be applied toward the California Broker's and Licensed Appraiser's Continuing Education requirements. Cohn, ASA on Peculiarities of Precious Metals.

An independent Walnut Creek gemologist-appraiser, Nancy Stacy, ASANancy Stacy has been active in ASA since Gems & Jewelry was first established as a separate discipline. She has served ASA in many capacities, and is currently International Vice Chair (G&J) of the ASA International Board of Examiners. A former teacher, Ms. Stacy has developed several courses for ASA, updated the Master Gemologist Appraiser program, and taught the ASA Advanced Gemological Appraisal course at the invitation of the Republic of China. Her talk will focus on recognizing gems that may be encountered in jewelry, and in objects of art, including ivory, coral and pearls. A Q&A Session will follow.

Mervyn Cohn, who owns Farber Brothers Jewelry in San Francisco,Mervyn Cohn, ASA is a GIA Certificated Gemologist, and the principal of e-Praise.com, an online appraisal service. A past Chairman of ASA's International Committee on Gems and Jewelry, Mr. Cohn has also served on the International Board of Examiners, and is currently Chair of Gems & Jewelry for the San Francisco Chapter. Mr Cohn's talk will about how to identify and value gold, discussing gold-filled and gold-plate as jewelry materials, and comparing tableware silver to Sterling, Pawn and Coin, and silver from different regions.

ASFMRA Conference
The 2005 Spring Ag Outlook Conference, California Agriculture: Managing Our Resources for Profit presented by the California ChapterRural scene featuring a cow. of the American Society of Farm Managers & Rural Appraisers (ASFMRA) and the University of California Agricultural Issues Center will be held at the DoubleTree Hotel in Sacramento from Wednesday-Friday, April 20-22, 2005. Wednesday's seminar is on The Appraisal of Agricultural Lands in Transition; Thursday's on Agricultural Water Rights in California is approved by the California Office of Real Estate Appraisers (OREA) for 7.25 hours OREA continuing education credit. We routinely claim "our reports comply with USPAP," but do they really? USPAP 2005 USPAP seminarsets the standard for the way appraisers prepare and report their findings. A living document, it continues to evolve and the 2005 version includes changes that impact the way MTS appraisers prepare their reports.

Board of Examiners Chairman Art Narverud will discuss ASA reporting requirements and the standards currently in place for those seeking professional advancement. Stephen M. H. Braitman, writer, editor, collector.A longtime arts and entertainment writer and editor -- his column on rare 45 rpm picture sleeves appears in Discoveries magazine -- Stephen Braitman has long been an avid collector of records and music memorabilia. His collection has been used archivally by Rhino Records, Sundazed, Ace (U.K.) and MCA Records, among others, and is featured in the popular Art of Rock and in Paul Williams' books about Bob Dylan.

Mr. Braitman will explore the history of record collecting, today's upheaval in the marketplace, and the need for expert appraisals in a growing field where collections are sometimes worth $250,000 or more. David Lewis is the Right of Way Section Manager for the County of Sonoma as well as an instructor at Santa Rosa Junior College, for whom he developed an online course in residential appraisal. A past president of the San Francisco ASA Chapter and of International Right of Way Chapter 57, he is a frequent contributor to Right of Way Magazine. Mr. Lewis is Education Chair of ASA's International Committee on Real Property.

Mr. Lewis will explore the application of appraisal principles to eminent domain cases, including litigation assignments. If you missed his program at the ASA International Conference in Kansas City, don't miss this one. Business Valuation: IRS Speakers In Defense of Beta

The September chapter meeting will be held on Thursday, September 9, 2004 at the L'Olivier Restaurant. The guest speakers will be Mary Ann Lerch, ASA, a Business Valuation Expert with the Internal Revenue Service (IRS), and her colleague at the IRS, Valuation Manager Joan Gaar.

Ms. Lerch, an accomplished business appraiser, sits on various regulatory and professional panels, and has advised the United States Tax and District Courts. The author of numerous articles for the Business Valuation Review and other publications, she will demonstrate the usefulness of both CAPM and Beta in building a well-documented and defensible market-derived risk-adjusted industry-specific rate of return. Morever, she will offer them as the most accurate point of departure for the development of the security-specific risk premium, alpha.

Valuation of Vineyards and Wineries
The North Bay Branch of the Northern California Chapter of the Appraisal Institute (AI) together with our ASA Chapters and the California Chapter of the American Society of Farm Managers and Rural Appraisers (ASFMRA) will hold a Workshop, Networking Social and Dinner on Thursday, August 26, 2004 at the Vineyard Creek Hotel, Spa and Conference Center (telephone: 707-636-7100), 170 Railroad Street, Santa Rosa, California 95401. The Workshop will explore current conditions and trends in the North Coast premium vineyard and winery markets, and proper valuation methods. Topics will include the global and local wine markets, supply and demand, wine and grape price trends, the extended value of the North Coast wine business, and current levels of market activity in both vineyards and wineries. The workshop will be of interest to real and personal property appraisers as well as business valuation specialists.

The two-hour valuation Workshop on vineyards and wineries starting at 3:00 p.m. will be followed by the Networking Social at 5:00 p.m. and Dinner at 6:00 p.m. Admission is $35 for AI, ASA, and ASFMRA members, $45 otherwise. Workshop panelists will include Mike Fisher, ASA of MKF Wine Business Advisers and ASFMRA Past President, Tony Correia, ARA of Correia-Xavier, Inc.

The Workshop is approved for two hours of Continuing Education Credit (CEC) by AI and the California State Board of Education; applications for two hours of ASFMRA, ASA, and California Office of Real Estate Appraisers CEC have been submitted.
